Is 'Phil' pronounced the same as 'fill'?

Yes :) The name "Philip" comes from Greek, where the initial consonant was originally an aspirated P (like the P in Hanyu pinyin). The other P-sound in Greek was (and is) unaspirated, so it sounds like Hanyu pinyin B. The Greek "ph" sound eventually turned into /f/, but not before the Romans had transliterated it as "ph". In English, "Philip" can be spelled with one "l" or two, but of course my way is the right way :D
