More commonly we would say (in American English) wind down or wind up. But you might hear "wind to an end." Examples: The meeting will wind down around 5:00. Or let's wind up this meeting in the next two minutes. The storm should wind to an end by the morning. Note the pronunciation and the confusion between two words that are spelled the same, but pronounced differently with different meanings: In this case, the word "wind" is NOT the breeze in the air that moves the leaves - pronounced with a short i, like print. In this case it is the word "wind" (that rhymes with mined, shined - with a Long i sound). As in: to wind a thread around a spool. Or to wind your way through the forest on a crooked path. So to "wind something up", means to finish it, figuratively to tie off the ends of the string, etc. For example: a meeting could 'wind to an end' - just as a string winds itself to an eventual ending point. But we would more commonly say, the meeting wound up (or down) at 3:00. To wind up - means to finish promptly or in the next few minutes. The game will wind up by 1:00. To wind down - means to finish by tiring out. The race might wind down soon (as more and more runners eventually finish). The concert will wind down when the the sun goes down. IN THIS CASE, it is similar to winding to an end.... The concert will wind to an end when the sun goes down.

Are you sure that it’s not wind down ? Wind down: to draw gradually toward an end

Bring something to an end I suppose - I am a native English speaker and I don't really use this phrase though!
