Is there difference between "they used to be able to travel" and "they used to travel"?

Yes, they're different.
They used to be able to travel means that they had the possibility or ability to travel in the past, but now they don't. Maybe they used to have enough money or time and don't now. (We can assume they actually did travel but maybe they didn't. We just know that they could.)
They used to travel is much simpler. They definitely travelled regularly in the past. They don't travel now.
