The sentences are not completlely clear to me, but I would rephrase them like this: 1. The company needs to create a more humane office atmosphere in order to create more enthusiasm for working. 2. Where there is pondering there is a philosophy of guidance*, which will determine how successful you will be. *I also agree with Sylvia that I'm not sure what philosophy of guidence means, but I'm not sure what to change it to.

For the first one, is it meant to be an imperative sentence? The way it is written right now you are telling someone to "create it." Probably it would be better if your sentence had a subject, such as "the company." Also the sentence uses some strange phrases which don't exactly make sense together. I don't think that "office administration" has an "atmosphere." The office itself though could have an atmosphere. Also you should say "enthusiasm for working." I've changed it a big so that it makes more logical sense: 1. The company created a more humane atmosphere in the office so as to encourage more enthusiasm for working. For the second sentence, I am also not entirely sure what a "philosophy of guidance" means. I would change this phrase for something else but I'm not exactly sure what. 2. Where there is pondering, there is a (philosophy of guidance), which will determine your success.
