料理をしますと料理を作りますは、ほとんど同じ意味ですが、作りますを使った方が、「頑張って作る」というニュアンスが出ます。

「料理をします」と「料理を作ります」は同じ意味ですが、焦点を当てているところが違います。
These have the same meaning but have a “different focus”.
「〜を作ります」は目的語が大切です。
This sentence focuses on "WHAT" you cook.
・晩ごはんを作ります
・日本料理を作ります
・カレーを作ります
「料理をします」は目的語は大切じゃありませんから、作るものは何でもいいです。
This sentence focuses on "COOK", so it's not important what you cook.
