"School will close from Thursday 21st Dec,2023 for winter holidays and school will reopen on 1st January 2024.

This is correct! But you could write school will be closed between 21st december and 1st january for the winter holiday to be more concise, but it’s okay like this too. At the end, I would say “the holidays” would be better than”these holidays”.
