Yo diría que es: "llamado a filas" ó "llamado a prestar servicio militar obligatorio". Entonces la frase quedaría así: Habrá un "llamado a prestar servicio militar obligatorio" si hay guerra.

I'd say that el reclutamiento militar would be the draft. So if you want the whole sentence: "There will be a draft if there is a war.", it would be.... Habrá un reclutamiento militar si hay una guerra.
