I have never been to Beijing! If you ask a question, it is "Have you ever been to beijing?" :)

They're both right (apart from the capitalisation of the place name, Beijing), but they mean different things, so it depends what you are trying to say.

I have mainly heard people say, I've never been their... or, I haven't been their...FWIW
