Is there any idiom to describe "一人之下,万人之上" in English?
一人之下,万人之上:original meaning is a person has great power in ancient China, who was only subumitted to the emperor while overtop millions of people.

There's an idiom in English that goes "second to none".
I guess you can take that and tweak it a bit and say "only second to one person/the emperor", which by definition conveys the idea of being above thousands of other people.
