what does 연락하라능 mean?
I know that 연락 means "contact"
so does it mean "please contact me" or something??

that's right. 연락하라능 means please contact me.
it's korean slang so that's not in dictionary.
연락해 is useing between friends.
연락주세요 is more polite expression.
