意向形＋とする means to try to do something habitually.
Is there 辞書形＋とする? I seem to came across it.
If yes, what does 辞書形 ＋ とする mean?

In that case, する means to suppose as hypothesis.
It can be any of 辞書形、～ない、～た、なかった like 来る、来た、来ない、来なかった.
（例）
彼女がパーティに来るかどうか分からないが、もし来るとすれば、９時ごろだ。
I don't know if she is coming to the party or not, but if we suppose she is coming, it will be around 9.
みなさん、ここに黒い箱があるとします。
Everyone, let's say there is a black box right here.
