"To mesmerize" generally means "to hypnotize," which means to put a person in a waking trance in which the hypnotist can offer suggestions to the person about what to do, and the person will usually do what the hypnotist suggests. In your sentence, "mesmerized" means that the managers sort of lose their minds and blindly follow all of the sometimes conflicting advice they receive from "experts."
