Here's an extract from The catcher in the rye by J. D. Salinger;
D.B. is my brother. He's in Hollywood. That isn't too far from this crumby place, and he comes over and visits me practically every weekend.

It's a variant of "crummy". When talking about a living space, it means shabby, cheap, dirty, unpleasant, etc.
