Here's the correct quote from Suits:
Mike: You're a foodie, right?
Rachel: Why do you say that?
Mike: Because you're the only person I've ever seen order a shrimp, red pepper, and goat cheese pizza.
To order something is to make a request for it. In this case, Rachel has asked the waiter for a fairly unusual pizza.
