Absence of plans/proposals or educational debates. The only meetings (which where held) where regional meetings of teachers, which took place on the ocassion of the introduction of the new Law of Education, convened and led by the "Inspection", in order to inform about this new law.
The 1945's Law left teaching in the hands of private institutions, namely, of the Catholic Church.
