"They" refers to Mrs Kennedy, the president's wife, and to Robert Kennedy, the president's brother.
"They would emerge" means in the void (hole or absence) created by the assassination of President Kennedy, they (the President's widow and Robert Kennedy) would "emerge" (appear as significant) unto the public and political sphere/world of the USA.
