What does "programme" mean in this sentence? The programme starts at 8.00 but the actual film doesn't start until 8.30. Does it mean "advertisement"?

Without seeing the full context of the sentence, it's hard to say -- but it sounds as though the film is part of a special event, and that perhaps someone will be speaking at 8pm, possibly to introduce the film.
