He couldn't imagine where the Presidential pledge could be, and was rummaging through statute volumes from three libraries —his own, Sarah's, and that of Judge Joe Estes—when a clerk said, "Hey, what about the Constitution?" "Of course," said Barefoot, feeling foolish. He needn't have blushed, though.

It means that there were many legal details, some of them in very difficult language, involved in the issue and that he found them very confusing.
