Dilly is a noun not a verb so it can not be used in your sentence. The noun dilly means that it's something/someone outstanding, unusual or remarkable, for example you could say - he's a dilly of a golfer - meaning he's an outstanding golfer. You can use "dilly with dally"- dilly-dally, this is a verb which means, don't delay, don't waste time by pondering on what to do. Personally I prefer to use adjectives such as remarkable, outstanding, brilliant etc, dilly is not a common word used. Where did you here it?
