what is the meaning of "as thus"?
That may seem like a high-stakes gambit by Putin. For if he is presented with smoking-gun intelligence, which the Americans claim they have, then Russia is on record as thus being obliged to consent to military attack on Syria.

as thus= thus= therefore

in this sense it means 'accordingly' or 'consequently', even 'therefore'. in fact, you could take 'thus' out of the sentence i.e - "... then Russia is on the record as being obliged..." and the meaning would be the same. 'thus' just gives a bit of extra emphasis.
