"To raise" is a transitive verb. This means that something does it *to* something (eg. she raised the cup). "To rise" is intransitive. You use the verb without mentioning who/what actually raised the thing (eg the sun rose) You can raise something but you can't rise something.

you raise something: your hand, a glass, an interesting point. something rises: the sun, dough.
