Why both「なんでそんなことをするの？」and「なんでそんなことをしたの？」could mean「Why did you do that?」? 「なんでそんなことをするの？」は過去形じゃないのに。

The nuance of the two are different. ｢なんでそんなことをしたの｣ sounds it was only one incident in the past and/or completed incidents. On the other hand, ｢なんでそんなことをするの｣ sounds more continuous, so sounds more like "Why do you keep doing such a thing?".
