What's the difference between "fill in" and "fill out"?
I have both heard of "fill in the form please" and "fill out the form please"?
Is there any difference between the two? or simply they mean the same but in different expressions?

They both are interchangeable (same).
But I believe "fill out" refers to the entire form (although "fill in" can be used too). "Fill in" refers to a particular field on the form because we never say "fill out the blank"; it is "fill in the blank.".
"fill in" is the only one used when talking about a specific field, as far as I know.
