Since I begin to learn English, Since I began to learn English. Which one is right? Since I begin to learn English, Since I began to learn English, I began to learn English few years ago. I guess I use "past sentence", don't I? Which one is right? Thank you very much.

You are correct. Since you started to learn English a few years ago (in the past), you must stick to the past tense. Therefore, "Since I began to learn English" would be the correct one.

NB: you can also say, "Since I began learning English," as the gerund or infinitive can follow begin in non-continuous sentences (continuous: I'm beginning to learn English).
