Is there a difference between ㅆ으면 좋겠다/(으)면 좋겠다? eg. 그녀가 행복했으면 좋겠어 and 그녀가 행복하면 좋겠어?

It's sort of like when you say in English: I hope she's happy but you can also say: I hope it made her happy. You are kinda just saying in a "past tense" view. Like "would be" instead of "is"
