Depends on context. Let's is used when you suggest doing something to someone (Let's go eat).
Lets is the third person form of let (My mom lets me play on weekends).

Let's go to the park. - (contraction of "let us")
The mother lets her children play in the park. (singular present form of the verb "to let" - "to allow")
