Whoever breaks this law shall be punished
Can anyone explain for me the grammar 자는 here? What is the function?

자(者) :‘놈’ 또는 ‘사람’이라는 뜻을 나타내는 말. 사람을 좀 낮잡아 이르거나 일상적으로 이를 때 쓴다.
자 means man. it can be replaced with 사람
이 법을 어긴 사람은 처벌받는다
자 is noun
는 is subjective particle.
