"re" with repeated action I want to say an action which is repeated for second time, for example, a guy committed a crime so he was punished already, then he is punished one more time. can I say, He is re-punished. Similarly, look at a object one more time can be said as "re-look at the object" is this the correct sentence? Likewise, can I make a general assumption that if an action repeated for second then the word "re" with hyphen "-" can be used

All the best, I appreciate your efforts to learn, but unfortunately it is not always as simple as that. Not all words would then change into that meaning by adding 're'. In your example of the criminal the normal word to use would be, he is a repeat offender, as he continues to offend, or you can say, he has continued to offend. They say he is considered at high risk to re-offend. But as I said not all words can have re at the beginning and make sense.
