In the diaspora there is a first tension between the concentration on their own traditions and the interest on other peoples. On one hand they wanted to keep the focus on their own traditions, on the other they showed interest on the peoples they met. The two aims are, of course, contrasting.

It refers to the other peoples/races/cultures which the Jews came into contact with during the diaspora. There was a tension between the Jews and these other peoples because of the differences in their traditions and interests.
