About "smoke-free" laws The sentence is: The American Lung Association says half of the fifty states have passed smoke-free laws. I know "smoke-free" here means "smoke-banned/excluded", in other words: some of the public places are free from smoking, right? But can it be interpreted as another meaning? May it be "the cigarettes which are free of charge"?? Thank you!

It means laws which ban smoking ie laws which stipulate that public places should be smoke-free. There is no other possible interpretation.
