I agree with the gentleman from the States. Government aid helps citizens. Government subsidies help/aid citizens.

We also say... government grants help/aid.....

Here in the UK the government provides grants to certain people at certain times to help pay for solar panels.

You could also say "Government subsidies help citizens.."
