For Tagalog, I found one great free online learning ressource, https://gloss.dliflc.edu/ which has audio-based, grammar-based and vocabulary-based (lexical) lessons; there are more than a 100 of them, and they keep being added.

As to learning a new language, I think the best way is to speak/talk with the locals. :D
