I could've; I would've; I should've Sometimes, I hear from my friend or lecturer sayy I could've said, or I would've something. What exactly is the meaning of that phrases?

In each case, "'ve" is short for "have". It is the modal auxiliary verb used for the past tense. I would not recommend you use it in writing, except for very informal emails / social media chat etc.
