How is it correct? More than forty people (stand, already) ... here waiting for tickets when we arrived.

More than fourty people were already standing here waiting for tickets before we arrived. That sounds like a really long line!

just 'were' is fine. You could embellish it, with 'were standing' or 'were already' or even 'were already standing' if you wanted.
