You need some preposition after "talking". So "I enjoy talking with my friends" and "I enjoy talking about my friends" are both also correct sentences, although the latter has a different meaning. Therefore, you need a "to" at the end of "I have friends that I enjoy talking to." To be more correct, you should actually say "I have friends whom I enjoy talking to." You use "whom" when referring to people and that for objects. And lastly, notice that "I have friends whom I enjoy talking with" and "I have friends whom I enjoy talking about" are also correct sentences.
