What does "laws connecting facts with one another " mean?
Science is the attempt to discover, by means of observation, and reasoning based upon it, first, particular facts about the world, and then laws connecting facts with one another and in fortunate cases making it possible to foretell future occurrences.

Laws or rules of science....Planets revolve around a star. An observation of that would lead to a law of reason (scientific reason, in this case) being made about it. For example, Einstein's equation of E=MC².
