There is no difference between Dutch or Flemish (Belgium) to say "I miss you". Just "Ik mis je/jou".

Dutch from Netherlands is Dutch, while from Belgium is Flemish. The differences in pronunciation are obvious to them. Both Dutch and Flemish are part of the Dutch Language Union. This means that both languages are part of the same language group.
