I found the meaning of the word in dictionary, it gives me completely different meaning
From macmillan dictionary

if you compare the meaning from both dictionaries, it gives me completely contracting meaning.
As i am not a native English speaker, I got confused which meaning I have to take. So any one help me ?

In the UK it's an old fashioned slang word for someone or something that's remarkable

Yes. Lulu has various meanings as dumb guy.
For example: he is a lulu (dumb guy).
2. I made him lulu (made fool)
3. Sometimes people use to scare this word for kids. (Someone cathces cockroach in his/her hand and scare the kids)

I think this is largely an American English expression and probably a bit old fashioned but perhaps some American contributors can shed some light on it.
I would not expect to hear it used in British or Australian English and I think, as your dictionary definitions suggest, can be used in a variety of situations.
