You'd say 'gaining' here because the the word 'to' is part of the phrase 'to be prone to'. In this sentence, 'to' is a regular preposition, so it has to take a gerund form (..ing).
This is different from a sentence such as 'I'd like to gain weight' in which 'to' is part of the infinitive.
