"Inclined" primarily focuses (as the OED defines it) on the physical bent as having a direction leaning or sloping away from being horizontal/vertical. So, the imagery figures into this meaning here, as the OED defines it, as having a mental bent, tendency or propensity towards a particular object or subject. Basically a disposition or predisposition, almost in their nature (naturally or worked in). So this guy has no (pre)disposition towards music, most likely in playing music on an instrument.

He either is not very interested in music or he is not very good at making music, playing a musical instrument or knowledgeable about music.
