I think the joke might be lost on you a bit if you're not from England. There are some cultural references in there you definitely won't get, like the way the second character is dressed and what they're doing with their arms when they speak.
Anyway the joke is that there is a translator for the Italian (which is not real Italian) into English, and then another into Scouse, a dialect of English spoken in Liverpool, which is where Steven Gerrard is from.
The Scouse accent is a parody, and very exaggerated although there are some people who actually talk like that.
The second translator is saying the same thing as the first one, but in the Liverpool dialect. Basically the whole thing is a piss take, playing on the stereotype that footballers, and indeed people from Liverpool are stupid and won't understand standard English.
So 1st exchange:
1st translator: Gerrard you need to push up behind the front two, ok?
2nd translator: Stevie, youse need like, to push up there much further behind that there front two and that, ok?
This is the same information, but in a very exaggerated way parodying the Scouse dialect.
Gerrard: Er, no worries, boss
2nd exchange:
Italian and then translation
Translator 2: Er, how long until our first qualifier?
Translator 1: Four months
Translator 2: We're gonna need it
Capello: Rooney
Translator 2: ‘Which one of us is going translate into Orc for Rooney? (Orcs are characters in Lord of the Rings, representing something even more stupid.)
This was very odd, but I hope its helps you.
