The supposedly 'correct' form is the singular. It was decided by grammarians, many years ago, that as 'none' meant 'not one' and neither meant 'neither one nor the other,' both these words needed a singular verb. This means that the correct forms are: None of us is.. Neither of us is.. However, the majority of native speakers - especially younger people - are unaware that this is the grammatically correct form, and most tend to use the plural: None of us are.. Neither of us are.. This has become so widespread that we have an odd situation in which the 'right' form sounds more wrong than the 'wrong' one. So, basically, the answer to you question is : Either of these is right, depending on who you ask!

'none' menas 'not one' so it should be 'is'. But it is frequently used with 'are'. 'neither' means 'not one or the other' and so must be followed by the 3rd person singular - 'is'. 'Neither of us believes him.' Neither of them is going.'

Both = 2 and is plural. All = many and is plural. None = not one or no one and is singular. Neither = not either and is singular. Examples: Many people are at the party. Both twins are at the party. Neither twin is tall. None of the people at the party is French. (Not even one of them is French). The subject of the sentence determines whether the verb is singular or plural; thus "none is" and "neither is" (not one is, no one is, not either is, etc.).
