To 'hit the ground running' is to start doing something that you have already prepared for, so that you do not waste any time once you begin.

Neal has nailed the answer. To "hit the ground running" implies previous preparation for an event or activity, enabling you continue with no interruption. I believe the phrase originates from paratrooper soldiers, who almost literally have to do this after landing on the ground via parachute.
