Is this kind of suggestion used in modern English? What say you to....? I've come across it in a novel by Charles Dickens.

It is still used, but it sounds a bit formal. It'd be more natural to say "What do you say to...?".

Yes Iris,but it would be "I came across it.." most likely. It is used very frequently. We can also "come across" an old friend if we meet someone by chance.
