What does "make it into" mean in this sentence? He knew that Manufacturing's requirements were not making it into the products we were designing.

"Make" here is used in the sense of "arriving at" or "safely reaching". "Manufacturing requirements" of course could travel by themselves to become part of the products. What the sentence means is that "manufacturing requirements were not being met". The implication is that people were at fault and the manufacturing process or the product design was not up to standard.
