The best way to improve english in short time
My english is poor, basically I have a little vacabulary beacause I see lot of movies and videos in internet, in english off course.
When I travel for any country that speak english I understanding well (sometimes) but for speak, I don't know how, but I lock.
Which the best way to improve english in short time?

Honestly, the best way to improve is to have conversations with those who speak the language. You'll be able to get a baseline of what you know and can then improve from there and study the vocabulary that you didn't understand.

Try to talk to somebody whose speaking skill is as good/poor as you :)

Use flashcards. Say the word, look at a picture of the word, then use the word in a sentence.
