In British English, we'd say 'I've never been to the seaside'.

"I have never been at sea"

I've never been at sea means I 've never been on a boat in the ocean .
We say : I've never been to the sea/ocean, or
Ive never seen the ocean.
"beach" can be any beach, not just the ocean, as we have many lakes with beaches.
