Fancy is used to describe something that is quite elaborate, i.e. very decorative or posh.
For example, 'Oh what a fancy restaurant.'
Whimiscal refers to something that is playful and quaint (which is something unusual but attractive, usually antique/ old). It's not a very serious word.
For example, ‘This album was largely whimsical ... with a subtle sense of humour'
