cross-border trade shed 0.9 percent in the first four month. What does "shed" mean here?

This is "Journalese". No one else actually speaks like this. Anyway, to shed means to cast off (like a snake sheds its skin). Here, it is used figuratively to mean the trade figure diminished by 0.9% in that time.

In this case "shed" means "lose" A loss. A reduction. 我失去了3元
