It depends whether 'who' represents the subject or the object of the sentence.
If it's the subject, you ask the question like this:
'Who went to the cemetery?'
'I went to the cemetery.'
If it's the object, you ask the question like this:
'Who did you go to the cemetery with?'
'I went with my brother.'
